The scope of this guide is to investigate the methods, practices, and requirements of both users and suppliers, and to promulgate a systematic and coordinated approach for development of specifications for turnkey substation projects.

Purpose

The purpose of this guide is to develop, for producers and users, methods and procedures for formulating complete specifications for turnkey substations or projects.
